From the Letter of Transmittal:
“At the request of late John F. Kennedy on April 9, 1963, the President’s Appalachian Regional Commission was formed consisting of a representative designated by each of the governors of the Appalachian States and a representative of each of the heads of major federal departments and agencies. The President charged the Commission to prepare a comprehensive action program for the economic development of the Appalachian Region.”
One of their recommendations was creating a regional organization to continue the development effort, which led to the birth of the Appalachian Regional Commission (ARC).
